According to the latest data released by the Maritime and Port Authority of Singapore (MPA), in January, Singapore's bonded marine fuel oil supply decreased by about 10.43% year-on-year and 3.46% month on month. In sharp contrast, Zhoushan achieved 0.4606 million tons of bonded marine fuel oil supply in January this year, with a year-on-year increase of 10.22%, which made a good start to ensure the completion of the annual task target. At the Eighth Congress of the Communist Party of China in Zhoushan, which opened yesterday, a new goal was also set for Zhoushan to build a bonded marine fuel oil bunkering center in Northeast Asia: Zhoushan should expand and strengthen the marine fuel oil bunkering business, and the bunkering volume will exceed 10 million tons by 2026, striving to become the top three bunkering ports in the world.

　　In 2021, Under the uncertain influence of drastic fluctuations of international oil prices , COVID-19, as well as changing economic and trade environment,  Zhoushan bonded marine fuel oil supply reached 5.5217million tons, increased 16.89% year-on-year , and the settlement volume was 11.0017million tons, up 29.6% over the same period last year, accounting for more than 53% of the total supply of China. Zhoushan jumped to the top sixth bunkering port in the world, and the results were gratifying.

　　01 Digital Empowerment, Greatly Improving the Efficiency of Oil Supply Operation

　　Strive to build a platform of "offshore digital gas station". By upgrading version 2.0 of 'Zhoushan Bonded Marine Fuel Oil Intelligent Dispatching System’, data sharing and integration were realized, data barriers were broken through, and the approval time of each business of anchorage's bunkering was reduced by 8 hours on average; Through AIS, mass flowmeter and remote video monitoring system, remote senseless visual supervision is implemented for bunkering tasks, so as to reduce the waiting time of international navigaion ships by more than 12 hours and promote the efficiency of anchorage by 30%.

　   02 Diversified Development, Cross Customs Region Oil Supply has Sprung Up      

　　With the implementation of the export tax rebate policy of low sulful fuel oil and the continuous rise of the rent of foreign ships, the cross customs oil supply mode of bonded fuel oil supply at the operation port is favored. In 2021, 10 fuel supply enterprises in Zhoushan have carried out cross customs supply business of bonded oil in Ningbo, Shanghai and Nanjing, with a total supply of 2.7552 million tons, a year-on-year increase of 49.5%, becoming the main growth point of ship fuel supply. Among them, Ningbo customs district increased by 23.16% year-on-year; Shanghai Customs District increased by 173.01% year-on-year.

　　03 Large Scale Transformation, and the team of Oil Supply Barges is Growing     

　　Update the bunkering barges iteratively, carry out quality improvement management for the existing bunkering barges, phase out some old and small barges, formulate a special bunkering barge construction plan, and gradually start the construction of large-scale and professional bunkering barges. In 2021, the number of qualified oil supply ships in Zhoushan increased to 73, and 61 oil supply ships have carried out oil supply operations in the four major anchorages. In the whole year, there were 3324 ship/times' bonded oil supply operations, with an increase of 11.50% year-on-year. Among them, the oil supply times of oil supply ships with a deadweight of more than 4000 tons increased by 111.71% year-on-year. The trend of large-scale and specialization of Zhoushan oil supply ships is becoming more and more obvious.
