Taking bonded bunker fuel as a breakthrough point, Zhoushan has established a refueling center of bonded bunker fuel in Northeast Asia. Since 2017, the fuel refueling volume of bonded bunker has achieved a rapid annual growth of 32%. In the first three quarters of this year, the Zhoushan area of the Zhejiang Pilot Free Trade Zone closely focused on the annual goal of "ensuring the completion of 6 million tons and insuring the fifth one and striving for the forth one of global ranking", and continued to deepen the refueling work for bonded ships.

　　From January to September, the total supply of bonded fuel oil at Zhoushan ports was 4.3911 million tons, a year-on-year increase of 14.51%, continuing to maintain double-digit growth despite a global supply contraction; From January to September, the settlement volume reached 9.0312 million tons, a year-on-year increase of 9.93%, accounting for approximately 58% of the national oil supply.

　　All work has been carried out in an orderly manner:

　　Firstly, Newly licensed enterprises such as Sinochem Petroleum and Trafigura have normalized their oil supply business, Xiamen Xiangyu Group has been granted oil supply operation qualifications, and Zhejiang Seaport Energy Co., Ltd has been granted mixed exchange tax refund pilot qualifications.

　　Secondly, The export trade settlement center’s business of Petrochina Fuel Oil Company Limited 's low sulfur fuel oil continues to expand, with a trade volume of 4.7 million tons from January to September, a trade volume of 25.326 billion yuan, and an estimated annual total of over 30 billion yuan.

　　Thirdly,  Hold IPEC 2022 "Global Marine Fuel Development Forum" to connect with key enterprises such as China Merchants Group, COSCO SHIPPING, and Peninsula Petroleum, attract large ship owners and other business backflow, and discuss in-depth cooperation together.

　　Fifth, The temporary anchorage in Qushan has been officially put into use, and the mid-term report on the anchorage in Xiushan has been completed and awaiting review. Sinochem Xingzhong Oil Staging(Zhoushan)Co., Ltd.has added 410000 square meters of export supervision warehouses and bonded warehouses, and the second phase of Huangzeshan will be completed by the end of the year, providing strong support for the growth of oil supply in the northern region.

　　Sixth, Continuing to expand the price influence of Zhoushan, introducing large shipowners such as China Merchants Energy Shipping Co.,Ltd. to participate in the quotation, Zhejiang Mercantile Exchange has released the “Buyers' Quotation for Bonded Ships of China Zhoushan Low Sulfur Fuel Oil ".

　　Seventh, Promote the renovation of surveillance videos for 25 barges and upgrade the cockpit of the international ship oil refueling intelligent supervision service system.

　　Eighth, Collaborate with the Zhoushan Municipal Marine Fisheries Bureau to solve the problems of navigation obstruction for fishing vessels in the north of Xiazhimen and Tiaozhoumen anchorages, as well as the occupation of anchor positions by fishing vessels due to stow net. Jointly issue a joint rectification plan for navigation obstruction of fishing vessels and fishing net in refueling anchorages.
